Baltimore City Cub Union Contract

Most employees of municipal schools are represented by trade unions, depending on their function. Union assignment is a condition of the employee`s position, is based on government regulations and is approved by the board of school trustees. The CUB includes non-certified supervisory staff. The PSRP, which is part of the BTS, includes non-certified and non-supervisory professional, office, office and administrative support positions in schools and the district office, as well as traditional paraprofessionals (para. B, Para-Educators, Non-Teaching Assistants, Team Support Paraprofessionals, Special Education Assistants, Certified Therapy Assistants and School Assistants). Maryland Department of Education regulations stipulate that all employees of municipal schools must be assigned bargaining units unless they hold positions classified as confidential or superior. A position is confidential if its responsibilities include access to specific information about the municipal schools` collective bargaining process. A position is a directorate if its main tasks involve decision-making at the system level. No negotiated agreement applies to unaffiliated employees. The BTU represents teachers who are certified professionals who focus primarily on teaching, direct classroom support or related services. AFSCME Local Unit 44 includes non-certified and non-regulatory positions that include service and maintenance support. The FOP unit includes the school police (I and II), corporals, sergeants and lieutenants.
